Outrage in India After Bihar CM Nitish Kumar Pulls Down Muslim Woman

A controversial incident in Patna, Bihar has sparked widespread debate, criticism and political uproar across India. A video showing Bihar Chief Minister Nitish Kumar removing the hijab (veil) of a Muslim woman doctor during a public government function went viral and triggered strong reactions from politicians, civil society leaders, celebrities and citizens.

What Exactly Happened?

The incident took place on December 15, 2025, during a public programme in Patna where appointment letters were being distributed to newly appointed AYUSH doctors. As one of the beneficiaries, identified as Nusrat Parveen, stepped forward to receive her appointment letter, the video shows Chief Minister Nitish Kumar noticing her hijab and gesturing toward it. Before she could respond, Kumar apparently reached out and pulled down her veil, exposing her face in front of assembled guests and media. 

The moment was captured on video and quickly spread across social media platforms, immediately drawing sharp criticism.

Immediate Reactions Online

Political leaders, activists and commentators from different parts of India condemned the act, calling it an infringement on personal dignity and religious freedom. Samajwadi Party leader Sumaiyya Rana filed a complaint in Lucknow, stating that the incident deeply hurt the modesty and dignity of Muslim women and could disturb communal harmony. 

Jammu and Kashmir Chief Minister Omar Abdullah demanded that Nitish Kumar apologise to the doctor, saying that no one should lay hands on a woman’s clothing, regardless of religious context and that the act was unjustifiable. 

Veteran lyricist Javed Akhtar also criticised the Chief Minister’s action, saying that while he personally disagrees with purdah traditions, forcibly removing a Muslim woman’s hijab was unacceptable and deserved an unconditional apology. 

Former Bollywood actress Zaira Wasim added her voice to the criticism online, calling for respect and sensitivity. 

Defence From Supporters

The controversy has also drawn strong defence from some political figures supporting Nitish Kumar. Union Minister Giriraj Singh defended the Chief Minister, saying he had done “nothing wrong” and argued that individuals should show their face for official procedures. Singh controversially added that whether the doctor refused the job or “goes to hell” was her choice, a remark that drew further criticism. 

Supporters argue that showing one’s face during official processes is a norm and that Kumar’s action was not discriminatory, though many critics pointed out that this view disregards personal choice and religious freedom.

Political and Social Fallout

The hijab row quickly escalated into a broader political issue. Opposition parties, including the RJD and Congress, accused the Bihar Chief Minister of disrespecting religious sentiments and questioned whether his conduct was appropriate for a senior public official. Some voices even linked the incident to rising political polarisation in the run-up to future elections.

The incident also spread into debates about secularism and women’s rights, with comments suggesting that physical interference with someone’s attire — especially without consent is a violation of personal dignity and constitutional freedoms.

International Reaction

The controversy did not remain confined to India. Pakistan’s Foreign Office condemned the act, terming it “deeply disturbing” and saying it could normalise the humiliation of Muslim women if unchecked. The Human Rights Council in Pakistan called for a transparent investigation and wider international attention on the incident.

In the days following the controversy, Nusrat Parveen’s professional future became uncertain. Some reports suggested she was hesitant to join the government service after the incident due to the emotional impact and public attention. Her supporters and civil rights groups said the episode may discourage women, especially from minority communities from participating in public life.

Several complaints and potential legal actions are underway. In Ranchi, a social worker filed a complaint against Nitish Kumar requesting an investigation and action, asserting that the act occurred during an official government programme and therefore could not be treated lightly or privately.

The hijab controversy highlights broader tensions in Indian society around personal freedom, religious rights, gender equality and political responsibility. Critics argue that using physical action to enforce behavioural norms especially by public officials undermines individual dignity and constitutional protections. They say that respect for a person’s dress choice, whether rooted in religious belief or personal preference, is fundamental.

Supporters of the Chief Minister counter that official procedures sometimes require identification and transparency, but many civil society voices insist that consent and respect should always come first.
